About the Opportunity

The City of Concord has two exciting opportunities for an Associate Civil Engineer to join us on a full-time, limited-term duration basis (until June 30, 2026), as well as a Plan Check Engineer to join us on a full-time, permanent basis. Candidates will have the flexibility to adopt a hybrid work model or a 9/80 schedule after an initial probation period.

The Associate Civil Engineer is a key contributor to the Capital Improvement Program in the Engineering Division, actively collaborating with city departments such as Public Works, Transportation, Recreation Services, and divisions within Community Development. In this role, the engineer will engage in diverse field and office engineering tasks related to Public Works projects, including project identification, costing, and design. Responsibilities also include overseeing consultants, coordinating project designs, preparing engineering plans, and ensuring compliance with building codes and engineering standards.

The engineer serves as a Resident Engineer for construction projects, ensuring adherence to standards, codes, and timely, within-budget completion. This position aligns with the City's Mission by delivering responsive, cost-effective, and innovative local government services through collaborative efforts with the community, striving to enhance Concord's quality as a city.

The Plan Check Engineer is a Registered Professional Engineer responsible for planning, coordinating, reviewing, supervising, and participating in the evaluation of construction plans and structural calculations. Operating under general supervision, this role entails complex review and examination of building construction, improvement, and repair plans, ensuring compliance with relevant building codes, laws, rules, and regulations.

The engineer provides critical supervision for the issuance of building permits and coordinates plan-checking activities with other Permit Center Departments/Divisions. Additionally, the role involves on-site building inspections, record maintenance, and other duties aligned with the City's Mission, Vision, Values Statement, and commitment to strong and progressive customer service.

More About You

To qualify for the Associate Civil Engineer role, you must have a Professional Engineer designation in the state of California, along with 4+ years of experience in design, plan review, and end-to-end project management experience, preferably in a public agency setting. 

The following skills and experience will be strong assets:

  • Understanding of municipal engineering concepts, precedents, principles, laws, practices, methods, standards, procedures, and techniques
  • Expertise in mechanics of solids, especially soils, hydraulics, theory of structure, strength of materials, engineering geology, and surveying
  • Proficient knowledge in engineering economics and cost-estimating
  • Familiarity with basic supervisory and safety principles
  • Competence in utilizing computers for engineering studies and analyses

To qualify for the Plan Check Engineer role, you must be a California-licensed architect or registered Professional Civil or Structural Engineer, along with 4+ years of related experience providing building design or engineering services.

The following skills and experience will be strong assets:

  • Certification as a plans examiner from a nationally recognized certification entity (or ability to obtain within 12 months)
  • Bachelor’s degree in architecture or civil/structural engineering
  • Knowledge of state and local building codes, laws, rules, ordinances, and regulations
  • Proficiency in building and structural design, engineering, soil engineering, and construction theories
  • Familiarity with standards, practices, terms, procedures, techniques, equipment, tools, and materials in building design and construction
  • Effective interpretation of laws, regulations, and city/department policies
  • Advanced ability to analyze detailed construction designs, specifications, and plans
  • Ability to analyze structural integrity and load factors using engineering design mechanics
  • Skill in evaluating complex building plans, data, and reports for compliance
  • Proficient in accurate engineering calculations and assessing alternate materials and construction methods

A valid California driver's license with satisfactory driving record is required for both positions.

About the Benefits

In exchange for your hard work and dedication, you will receive a highly competitive salary of $124,592.00 - $158,995.20 for the Associate Civil Engineer, or $120,224.00 - $153,441.60 for the Plan Check Engineer, negotiable dependent on experience, along with a great host of benefits, including:
